By default, the design in which the module is displayed to your end users is determined by the environment theme that was selected by the admin. However, as an author, you can also select a separate theme for a module when publishing it.
To apply a theme to a module, select Publish to Test / Live to access the publishing configurations. There, enable Use custom theme and select an available theme from the dropdown menu. Note that you select the theme for the environment you publish to. If you publish your module to Live after having published to Test, you again can select a theme.
If no suitable theme is available in the dropdown list, you can reach out to your admin and ask them to create a new theme, as described here.
